Notice from the Machinery Company Reiterating the "Six Prohibitions" and Promoting Civilized Tomb-Sweeping During the Qingming Festival

To all departments:

　　In accordance with the Group’s "Notice on Reiterating the 'Six Prohibitions' and Promoting Civilized Tomb-Sweeping During the Qingming Festival," and to further strengthen and expand the implementation of the spirit of the Central Committee’s Eight-Point Regulations, persistently address the "Four Undesirables," and effectively ensure integrity and self-discipline during the holiday period, we are now issuing the following requirements to encourage mechanical company Party members and cadres to embrace a new ethos of clean, civilized, frugal, orderly, and eco-friendly tomb-sweeping practices.

1. Reaffirm the "Six Prohibitions" disciplinary requirements to effectively prevent and combat "holiday corruption."

1 "Absolutely no use of official vehicles, public funds, or public assets is permitted, nor is it acceptable to leverage official positions to borrow official vehicles from entities under management or service, for personal activities such as grave sweeping, leisure travel, or visiting relatives and friends."

2 "Absolutely no accepting money or gifts from organizations or individuals whose interests are tied to the exercise of official duties under the guise of memorial activities."

3 • Public funds must not be used for tourism, dining, fitness activities, or entertainment purposes;

4 "Strictly prohibit the improper reimbursement of expenses such as transportation fees, parking fees, and accommodation costs incurred for personal memorial visits."

5 "Absolutely no extravagance or waste is allowed during memorial activities—no over-the-top ceremonies under the guise of tombstone erection, anniversary rituals, or other practices rooted in feudal superstition, nor any pursuit of lowbrow entertainment such as music, dancing, or performances."

6 "Absolutely no burning of joss paper or unauthorized setting off of fireworks and firecrackers is permitted in public areas such as roads within urban planning zones, residential communities, scenic areas, parks, and other public spaces."

2. Strictly manage the use of official vehicles by maintaining a detailed logbook during holidays. Except for vehicles essential to the company’s normal operations, all other official vehicles must be securely stored, with keys centrally managed. For any authorized vehicle trips, employees must submit a report specifying the purpose, destination, and driver. Additionally, drivers must ensure their communication channels remain open at all times, ready to be checked on short notice.

III. Implement a leave-request and approval system for mid-level and higher-level leaders, as well as a mandatory prior-reporting system for private overseas (or border) travel. Additionally, closely monitor and track the movements of Party members and cadres during holidays—specifically their trips out of the city, across borders, or abroad to visit relatives and friends, or for leisure and tourism.

4. 2018 April From April 4 to April 8, a 24-hour integrity duty system will be established to promptly receive and address clues related to violations reported by employees and the public, as well as those referred by higher-level disciplinary authorities.

All party members and leading cadres are urged to pay close attention, remain vigilant about upholding discipline, stay mindful of potential pitfalls, and act with restraint. Together, let’s earnestly foster a healthy political environment within the enterprise, ensuring that disciplinary expectations are deeply ingrained in our minds and visibly reflected in our actions. By consciously resisting negative influences, we can safeguard the positive image of party members and officials, ultimately promoting a culture of respectful and orderly memorial activities.
